Car-Pass is the non-profit organization charged by the legislator with a task of public interest i.e. to protect buyers and to promote the fair trade in used vehicles by combating fraud with the odometer.

I want to buy a car

Always ask for your Car-Pass! The seller is legally required. Make sure the odometer increases steadily over time and whether the last reading on the Car-Pass matches the odometer of the vehicle. The Car-Pass also mentions the maintenance history, the CO2 emissions and the Euro standard and whether the vehicle still has to undergo an inspection after accident.

I want to sell my car

Ask for a used-vehicle inspection at the technical inspection. Ask for the Car-Pass when you go for the inspection. It costs 10,50 EUR including VAT. Give the Car-Pass to the buyer. It’s a legally required document. Any buyer who has not received the Car-Pass can cancel the purchase.

The Car-Pass law is 20 years old

Exactly 20 years ago, on 11 June 2004, the Chamber passed the ‘Act to curb cheating with vehicle odometer readings". Time for a retrospective and for an appeal to our new elected members of the European Parliament.

Car-Pass Annual Report 2023

For Car-Pass, 2023 was an excellent year; the number of Car-Pass documents requested increased by 7% and we processed 19.38 million mileage records, which is an absolute record, thanks in part to the influx of data from connected vehicles. Our figures also confirm that we are all driving our cars more again (+15.4% over two years). Unfortunately, a number of blatant fraud cases also came to light again last year.

It allows you to check on our website whether the document is genuine or not and to consult the maintenance history of the vehicle.

The Car-Pass shows the make, model and vehicle identification number of the vehicle. It also contains the date on which it was used for the first time and the date on which the vehicle was registered in Belgium. Are those dates different? That means that the vehicle had been driven outside Belgium for a while. Less data is available for the period during which the vehicle wasn’t registered in Belgium.

The Car-Pass also shows the following information:
- The Euro standard: determines access to low emission zones.
- The CO₂ emissions: the amount of vehicle tax payable is based entirely on this. The test method, whether NEDC or WLTP, is also mentioned. If both of these emission values are known, then the two values will be shown on the Car-Pass.
- Notification of an inspection after accident: vehicles that have had a major accident must undergo this strict assessment.
- Notification of open recalls. More details are to be found on a second page.

Here, you can see the odometer reading for the vehicle on different dates. It should increase steadily over time.

In order to prevent counterfeiting and fraud, the Car-Pass is printed on special paper that contains fluorescent elements and a unique hologram.
